WHMCS creates the multiple ticket Print

Its been a while when one of the WHMCS was creating a duplicate ticket and support team along with all the clients were frustrated with the duplicate tickets with exactly 5:30 hours difference. 

When we figured out the issue it was mere the timze zone issue and we have inserted the timezone into the cron.
